Government efforts to reduce the UK traffic accident show a "lack of direction", it has been claimed.
Road safety targets should be set to reduce the number of deaths and serious injuries, the Institute of Advanced Motorists (IAM) has said.
It comes as the government announces plans that could see fewer accident claims from motorists.
In addition to spot fines for reckless drivers, the government will give new powers to police to combat drink and drug driving.
Neil Greig, director of policy and research at the IAM, noted that the UK's roads are some of the safest in the world.
However, an absence of defined road safety targets could hamper efforts to make roads even safer.
"At the moment we have no targets for road safety for 2020," Mr Greig said.
"There is a slight lack of direction, and our main concern at the moment is [that] lack of direction from central government on road safety."
Julie Townsend, campaigns director at road safety charity Brake, said she was "bitterly disappointed" that the government did not include casualty reduction targets within its plans.
