A number of East Lancashire construction sites are risking industrial accident claims by not meeting health and safety regulations.
One in five sites visited by the Health and Safety Executive (HSE) last week was ordered to stop operations because of the possibility of an accident at work occurring.
Checks at 38 sites in Blackburn, Rossendale and Hyndburn found seven cases of health and safety breaches, mainly relating to working at height.
HSE inspector Allen Shute commented: "Falls from height are one of the main causes of workplace deaths in the UK so it's both disappointing and worrying that the majority of the prohibition notices we issued were because companies were found not to be taking this risk seriously enough."
Between April 2009 and March 2010, eight construction workers were killed and more than 1,000 injured in the north-west of England.
The inspections are part of a nationwide crackdown on the construction industry, which also found that a quarter of Merseyside building sites are beaching safety rules.
