The government is to look at accidents at work in a new review of compensation culture and accident claims to be chaired by Lord Young of Graffham.
Lord Young was appointed by prime minister David Cameron to examine health and safety law practice and will report in the summer.
The announcement of the appointment has been welcomed by the head of the Health and Safety Executive (HSE) who claimed that too many people use health and safety as an excuse to hide behind.
In a letter to Lord Young, HSE chairwoman Judith Hackitt said:"The terms of reference of your review extend beyond HSE's remit, which is concerned with addressing real risks and preventing death, injury and ill health to those at work and those affected by work related activities."
"We welcome your review and stand ready to make available to you whatever information or insight we can."
The HSE recently warned that a number of construction sites in England were not paying enough attention to risks, especially when workers were operating at height.
