Almost one in four construction sites visited by the Health and Safety Executive (HSE) in March failed their inspections, in news that could raise fears among business leaders about the risk of accident claims.
HSE inspectors carried out checks at 2,014 sites across Britain and a total of 691 enforcement notices were issued at 470 sites.
Orders were given for work to be stopped immediately in 359 instances for either unsafe work being carried out at height or where sites lacked "good order".
Philip White, chief inspector for construction at the HSE, said the amount of necessary enforcement action is a cause for "serious concern".
He warned: "There are still a small number of employers or contractors who continue to put their own and other people's health and safety at risk. This is unacceptable."
The news comes after the HSE revealed that more than one in four of the construction sites it visited in Cumbria during one week in March failed safety inspections.
